Traditional American Picnic

Dear Weather:
Wow. Cold and windy with a chance of rain? Interesting choice. I have to say, I didn't see that one coming, especially as you were so balmy yesterday and appear to be heading in that direction tomorrow. You know, your moodiness is really beginning to worry me. Have you ever considered talking to someone about that? (Don't get mad, it's just a suggestion, we are in New York after all). But you know what? It's all good. In fact, I think the crisp air is quite refreshing. Although the grey skies seem more appropriate for a picnic on the Russian Steppes, or maybe 19th-century London, your evocation of an existential crisis is actually the perfect foil for the relentless cheeriness of our American theme. I really think it works. I just have one question: does a 30% chance of rain mean that it will rain for 30% of our picnic? Or does it mean that there is a 70% chance that it won't rain at all? I would prefer the latter if you can swing it. But honestly, I'm really over the idea of having the perfect picnic weather. Where is the challenge in that?
